This is the first public notice for the EIA, and the main contents are as follows:

I. General Overview of the Construction Project

Project Name: Hebei Jindong New Materials Technology Co., Ltd. 40,000-ton-per-year Production Project for Phthalic Anhydride and Other Related Products

Project Site: Chemical Industry Cluster within the Hebei–Tianjin (Shexian–Tiantie) Circular Economy Industrial Demonstration Zone, Shexian County, Handan City, Hebei Province

Project Type: New Construction

Main construction contents and scale: This project is divided into three phases. Phase I includes the construction of an aniline production unit, an aniline storage facility, an N‑methyl aniline workshop along with its associated N‑methyl aniline storage, a tetralin workshop, a tetralin storage facility, Tank Farm No. 1 and Pump Station No. 1, Tank Farm No. 2 and Pump Station No. 2, a truck loading/unloading station, fixed parking spaces for hydrogen‑powered trailers, an office building, a control room, a wastewater treatment plant, a wastewater treatment pond, a fire‑pump house, a fire‑water reservoir, a maintenance workshop, a boiler house, a power station, a circulating water pump house, a circulating water pond, an emergency‑water pond and a stormwater‑first‑flush pond, a secondary desulfurization and denitrification unit, a demineralized water station, a regional electrical distribution room, and related supporting facilities. Phase II comprises the construction of a phthalic anhydride production unit, a phthalic anhydride storage facility, a dimethylaminotoluene workshop, a dimethylaminotoluene storage facility, a comprehensive treatment unit, Tank Farm No. 3 and Pump Station No. 3, as well as associated supporting facilities. Phase III involves the construction of a crude benzene hydrogenation unit, Tank Farm No. 4 and Pump Station No. 4, a general‑purpose warehouse, and related supporting facilities. Upon completion, Phase I will have an annual production capacity of 50,000 tons of aniline, 50,000 tons of N‑methyl aniline, and a byproduct of 1,400 Nm³ of hydrogen. ³ /h, Phase II has an annual capacity of 1,500 tons of decalin, 40,000 tons of phthalic anhydride, and 1,000 tons of 3,4-diaminotoluene; Phase III features an annual capacity of 200,000 tons of crude benzene hydrogenation and refining (producing 140,320 tons/year of pure benzene, 28,280 tons/year of toluene, 10,480 tons/year of xylene, 11,050 tons/year of heavy benzene, 7,040 tons/year of non-aromatics, and 4,150 tons/year of solvent oil).
