I. General Overview of the Construction Project

Project Name: Thermal Oil New Materials Technology Upgrade Project of Hebei Jindong Technology Group Co., Ltd.

Project Site: Within the premises of Hebei Jindong Technology Group Co., Ltd., formerly a steel plant, in Dongxiang Village, Gengle Town, She County, Handan City.

Project Type: Reconstruction

Main construction contents and scale: 1) The renovated 3,000 t/a hydrogenation trisubstituted biphenyl production unit and the 500 t/a tetrahydro-naphthalene production unit are located in Workshop No. 2. The main equipment includes three hydrogenation reactors for trisubstituted biphenyl, two distillation columns, two rectification kettles, three hydrogenation reactors for tetrahydro-naphthalene, one distillation column, and one rectification kettle. The renovated 3,000 t/a biphenyl ether production unit, the 5,000 t/a biphenyl‑biphenyl ether production unit, and the 1,000 t/a bisphenol S production unit are situated in Workshop No. 3. The principal equipment comprises three biphenyl ether reaction vessels, three neutralization vessels for biphenyl ether, three crude distillation kettles, two rectification kettles, one extraction vessel, one crystallization vessel, one centrifuge, two mixing vessels for biphenyl‑biphenyl ether, two bisphenol S reaction vessels, one bisphenol S neutralization vessel, one decolorization vessel, one crystallization vessel, one centrifuge, and one dryer. Additionally, the renovated 1,000 t/a DB‑70 (p‑aminobenzamide) production unit is located in Workshop No. 4, with key equipment including two amide reactors, one paratoluene distillation column, two hydrogenation reactors, two crystallization vessels, one centrifuge, and two dryers. 2) Renovation of a Class A warehouse; renovation of a Class E tank farm (including 32 m… ³ One sodium hydroxide storage tank, 32 m ³ One hydrochloric acid storage tank, 32 m ³ One sulfuric acid storage tank), phenol tank area (including 120 m ³ One phenol storage tank), Class A tank farm (including 50 m ³ One methanol storage tank, 50 m³. ³ One trimethylbenzene storage tank, 50 m³ ³ One chlorobenzene storage tank, 32 m ³ One trimethylbenzene storage tank), Class B tank farm (including 32 m ³ One naphthalene storage tank, 50 m³ ³ One spare storage tank); modification of the hydrogen skid‑car parking space. Following the technical upgrade, the original production capacities remain unchanged: 3,000 tons per year of hydrogenated triphenyl, 3,000 tons per year of biphenyl ether, 5,000 tons per year of biphenyl‑biphenyl ether, 500 tons per year of tetrahydronaphthalene, 1,000 tons per year of bisphenol S, and 1,000 tons per year of DB‑70 (p‑aminobenzamide).

Existing Facilities: Hebei Jindong Technology Group Co., Ltd. was established in 2006 and was formerly known as She County Jindong Economic and Trade Limited Liability Company. The company’s existing facilities include a 7,000 t/a biphenyl production unit, a 3,000 t/a hydrogenated terphenyl production unit, and an 8,000 t/a biphenyl‑biphenyl ether production unit. With the exception of the biphenyl production unit, all other units have been shut down; the decommissioned units have undergone thorough cleaning, purging, and sealing. The existing facilities are equipped with pollution‑control systems for each source of emissions, ensuring that all pollutants are discharged in compliance with applicable standards.
